dahdi-perl: make dahdi_genconf default to hardhdlc
dahdi_genconf's 'bri_hardhdlc' parameter changes. Should generally work
with no need for manual configuration unless you use a bristuffed driver
(zaphfc, qozap).
See notes in genconf_parameters.
