Revert "Add API for channel frame deferral."
This reverts commit 9231a56cf3d6f5eca1bf2d37d827453400690773. Multiple testsuite failures were detected after the fact. Change-Id: I3bac8d7c3ddb69a4ddf6c5d6de0ffa5ff7ff3af7
